EMV

A global payment standard for chip-enabled credit and debit cards, named after its founding organizations (Europay, Mastercard, and Visa), that uses embedded microchips to authenticate transactions and reduce card fraud.

EMV chip cards contain a microprocessor that generates unique, single-use transaction codes for each purchase, making it virtually impossible to create counterfeit cards from stolen data. When a chip card is inserted into an EMV-compliant terminal (called "dipping"), the chip and terminal communicate to authenticate the card and create a cryptogram specific to that transaction. This dynamic authentication replaces the static data stored on magnetic stripes, which fraudsters could easily copy and use to create counterfeit cards.

The United States implemented EMV liability shift rules in October 2015, fundamentally changing fraud responsibility. Before the liability shift, card-issuing banks bore the cost of counterfeit fraud. After the shift, whichever party has the lesser technology bears liability. If a merchant uses a non-EMV terminal to process a chip card transaction that turns out to be counterfeit fraud, the merchant is liable for the chargeback. Conversely, if the merchant has an EMV terminal but processes a transaction from a non-chip card that proves fraudulent, the issuing bank retains liability. This policy incentivized merchants to adopt EMV terminals and issuers to issue chip cards.

EMV implementation has dramatically reduced counterfeit card fraud in the United States, with card-present counterfeit fraud declining over 70% since the liability shift. However, EMV does not prevent all fraud types—lost or stolen card fraud and card-not-present fraud remain concerns. Card networks offer preferential interchange rates for chip-authenticated transactions, providing a cost incentive beyond fraud liability. EMV terminals support multiple cardholder verification methods including chip-and-PIN (common internationally), chip-and-signature (historically common in the U.S.), and contactless/NFC tap payments using the same underlying EMV security technology.
